If there is a perceived conflict it would be for the "trier of fact" [Judge or Jury] to decide how much weight to place on his testimony.

You don't get charged extra for a 911 call... I don't even think it counts towards your minutes, as I can't even find the last 911 call on my Verizon bills. There is a flat rate charge on your bill as a 911 tax, which is about a dollar.

I actually did RESEARCH on the 911 issue.
The FCC "requires wireless carriers to transmit all 911 calls to a Public Safety Answering Point (PSAP), regardless of whether the caller subscribes to the carrier’s service or not."
Therefore, you can call 911 with a cell phone that doesn't have an active phone number assigned to it, contract, or cellular provider assigned to it.
Therefore, you can't get charged for making a 911 call.

Actually, ANY phone line that has a live circuit MUST route ANY and ALL 911 calls WITH NO METERED OR ADDITIONAL CHARGE.
For example, if you have an old cell phone from a previous account that is now closed, IT STILL MUST BE ABLE TO CONNECT TO 911. That is why women's shelters collect them-- they make great little tools to help battered and abused women.
And, if you have a phone line to your home, but no "service", it still must be able to dial 911.
Also, if Chief TinyTesticle is so upset about 911 fees, he should talk to HIS Congressman in Delaware, as it is a FEDERALLY MANDATED fee.
And why should Chief TinyTesticle be upset about the fee. It's only pennys of his "fortune" that he earned by the time he was 25.

Nutless probably does get charged due to 911 overusage. I mean, he has to have a direct line to Mikey Lewis, the DSP, MSP and any other agency that might offer him protection. Well, maybe not him. But protection for the tiny-er Albero, because you know, the tike gets pretty scared when someone knocks on the door.
